**航空控股股份有限公司计划对自有A***机型周转件航材进行对外处置,本次处置以公开招投标的形式来进行。 欢迎符合资质要求且有意向的单位踊跃参与本项目的竞标,现将有关事宜公告如下: 一、招标内容 本项目处置的航材为**航空A***机型的周转件航材,航材总清单共***项(****个备件)器材。 本项目采取整包打包销售的处置模式,竞标方需对本项目的航材提供整体打包采购报价,报价合理且高价的竞标方获得中标资格,具体的评比规则以标书为准。中标方与**航空签署打包采购合同并完成付款后,**航空将相关航材打包出售给中标方。 本项目涉及的航材件号、名称、状态等具体信息如本文附件。如后续清单有变动,以标书及合同签署时的清单为准。 二、项目要求 本项目的要求说明如下: (一)库存地点 本项目的航材目前存储在**航空库房,主要储存地点为**、**等地。 (二)索赔及修理 本项目航材,按照库存现状销售,**航空不提供翻修、修理或重新取证后出售的服务。 本项目航材,签署合同并完成交付、出售后,**航空不提供索赔的服务。 (三)退换货 本项目航材,完成交付、出售后,**航空不接受退换货。 (四)交货方式 通过本项目出售给中标方的航材,按照工厂交货(EXW)贸易方式交货,由买方或其代理人到我司指定航材库房查验货物并由买方自行负责运输及清关(如需)等事宜,涉及的运输费用、报关费用及进出口关税等相关费用应由买方承担。 (五)付款要求 **航空收到出售航材的应收预付款后,方可安排器材的交货。 (六)器材使用目的 本项目出售的A***机型周转件航材,中标方仅能用于商业目的,不可用于军事或战争目的,且不能违反任何国家或国际组织的制裁规定。 (七)其他要求 上述未提及的要求,后续由双方根据实际情况在标书、合同中明确。 三、供应商资格及报名材料 有意向参与本项目竞标的单位,报名时需提供如下材料。 (一)营业执照 报名单位需提供营业执照或同等证明材料,证明其具备航材销售业务相关营业范围的企业资质。 (二)资质证书 航材分销商、供应商以及MRO需提供民航维修协会航材分销资质证书或美国航材供应商协会(ASA)的ASA-***证书;航空公司可不提供此证书。 (三)其他材料及要求 *.报名单位需提供法人资格证明、法人授权委托书、法人及被授权人身份证复印件和承诺书,需加盖报名单位公章或签名。 *.报名单位负责人为同一人或者存在控股、管理关系的不同单位,不得参加同一项目投标;法定代表人及主要高管为同一个人的两个及两个以上的母公司、全资子公司及其控股公司,不得同时参加同一项目投标;授权代表为同一人的两个或两个以上公司,不得同时参加同一项目投标。 (四)报名表 意向参与本项目的供应商,需提供如下报名表: **航空控股股份有限公司A***机型周转件航材处置项目报名表 竞标方公司名称 竞标方公司地址 竞标方联系人及联系方式 竞标资产包 **航空控股股份有限公司A***机型周转件航材 竞标意向 打包采购 (五)资质审核 通过资质审核的报名单位,后续会发放标书并邀请其进行报价。 四、招投标形式 (一)招标形式 各意向单位请在规定时间内完成报名并提交企业资质审核的相关材料,经招标方审核通过后通知意向单位,以密封询价方式定向发布标书。 (二)失信企业名单(黑名单)等措施。 七、报名时间以及方式 (一)报名时间及方式 报名截止时间为**时间****年*月**日**时**分,各意向竞标方应在报名截止时间前通过电子邮件提交报名资料、报名表,请按附件:*.报名资料-**航空控股股份有限公司A***机型周转件航材处置项目的格式提供报名材料,并将报名材料提交至报名联系人邮箱(联系方式详见下方报名联系人及联系方式),超过截止时间或报名资料不全者视为放弃。 (二)报名联系人及联系方式 报名联系人以及联系方式如下,如对本次招标有其他疑问,欢迎随时咨询。 联系人:钟焕城 联系电话:+** ****-******** 电子邮箱:hch.*********** 八、监督举报方式 (一)方大集团审计监察部 举报邮箱:*********** 举报电话:+** *********** (二)海航航空集团审计监察部 举报邮箱:*********** 举报电话:+** ****-******** “风清海航”海航航空集团纪委微信公众号 (三)**航空审计监察部 举报电话:+** ****-******** 手机:+** *********** 举报信箱:*********** 信函寄送地址:**省***国兴大道*号海航大厦,**航空控股股份有限公司审计监察部总经理(收),邮编:******。 附件:*.**航空控股股份有限公司A***机型周转件航材处置项目航材清单 *.报名资料-**航空控股股份有限公司A***机型周转件航材处置项目 Hainan Airlines Holding Co., Ltd. plans to dispose of spare parts of its own A*** aircraft in the form of public bidding. Welcome qualified and interested bidder to actively participate in the bidding of this project, the relevant matters are announced as follows. *. Bidding content The spare parts to be disposed of in this project are the repairable spare parts of Hainan Airlines A***, and the total list of spare parts consists of *** items(****EA). The project adopts the disposal mode of whole package sales. The bidder shall provide the overall package purchase quotation for the spare parts of the project. The bidder with reasonable quotation and high price shall be eligible for winning the bid, and the specific evaluation rules are subject to the tender. After the successful bidder signs the package purchase contract with Hainan Airlines and completes the payment, Hainan Airlines will package and sell the relevant spare parts to the successful bidder. The specific information of spare parts involved in this project, such as part number, description and status, is attached herein. If there is any change in the subsequent list, the list at the time of tender or signing of the contract shall prevail. *. Project requirement The requirements for this project are described below: (*) Location of inventory The spare parts of the project are currently stored in Hainan Airlines warehouse, the main storage places are Beijing, Haikou and other places. (*) Claims and repairs The spare parts of this project will be sold according to the current inventory. Hainan Airlines does not provide the service of selling after overhualed, repair or re-certification. After signing the contract and completing the delivery and sale of the spare parts of this project, Hainan Airlines will not provide the services for claims. (*) Return or exchange the goods After the delivery and sale of the spare parts of this project, Hainan Airlines will not accept return or replacement. (*) Delivery method The spare parts sold to the winning bidder through this project shall be delivered in EXW trade mode. The buyer or his agent shall inspect the goods at our designated spare parts warehouse and the buyer shall be responsible for transportation and customs clearance (if necessary), the transportation costs, customs declaration costs, import and export duties and other related costs involved shall be borne by the buyer. (*) Payment requirements Hainan Airlines shall arrange the delivery of the spare parts only after receiving the advance payment receivable for the sale of the spare parts. (*) Purpose of use of the spare parts The A*** aircraft spare parts sold in this project can only be used for commercial purposes, not for military or war purposes, and cannot violate the sanctions of any country or international organization. (*) Other requirements The requirements not mentioned above shall be clarified in the tender and contract by both parties according to the actual situation. *. Supplier qualification and registration materials Those who intend to participate in the bidding of this project should provide the following materials when applying. (*) Business license The registration unit shall provide the business license or equivalent certification materials to prove that it has the enterprise qualification of the business scope related to the aviation materials sales business. (*) Qualification certificate Aviation distributors, suppliers and MRO need to provide the Civil Aviation Maintenance Association Aviation Materials Distribution Certificate or ASA-*** certificate from the American Aviation Suppliers Association (ASA); The airline not need to provide this certificate. (*) Other materials and requirements A. The registration unit shall provide the legal representative qualification certificate, the letter of authorization of legal representative, the copy of the ID card of the legal representative and the authorized person and the letter of commitment, which shall be stamped with the official seal or signature of the registration unit. B. The person in charge of the registration unit is the same person or there is a holding and management relationship between different units, shall not participate in the same project bidding; Two or more parent companies, wholly-owned subsidiaries and their holding companies whose legal representatives and main executives are the same person shall not participate in the same project bidding at the same time; Two or more companies with the same authorized representative shall not bid for the same project at the same time. A*** aircraft spare parts Bid intention Package purchase (*) Qualification review The bidder that passes the qualification examination will be issued the bid document and invite the bidder to make a quotation. *. Forms of bidding (*) Forms of bidding All interested units please complete the registration and submit the relevant materials of enterprise qualification review within the specified time, notify the interested units after the review by the tenderer, and issue the tender documents in the form of sealed inquiry. (*) Release time of tender documents The tender documents shall be subject to the issuance time, and it is not necessary for the bidder to purchase the tender documents on site. (*) The way of submission of tender The bidding method is online bidding, and each bidder shall bid in sealed form. Within the validity period of the bid closing, the bid attachment may be withdrawn and modified, the quotation should be stamped with the official seal of the unit or the signature/electronic signature of authorized personnel, and the bid attachment submitted by the final bidder shall be regarded as the valid bid. If there is any special need, the tender may advance or extend the closing time appropriately, and the specific bid quotation shall have the bid response time, subject to the receiving time of the sealed quotation. (*) Bid closing time and bid opening time The bid closing time and bid opening time shall be subject to the time notified by the bid inviter in writing. *. Bidding fees The bidder participating in the bidding of this project shall pay the tender fee and bid security in full before the deadline of quotation as required in the bid. A business-to-business transfer is required to the account of the owner of the bid package. The tender fee will not be refunded after the tender is completed. (*) Bid security The bidder may participate in the bid quotation only after passing the qualification examination and paying the bid security in full on time. After the end of the bidding, the bid security of the successful bidder shall be converted into contract performance security; The bid security of the unsuccessful bidder shall be refunded in full without interest within ** working days after the announcement of the winning result. (*) Other expenses The bidder shall bear all expenses incurred in participating in the bidding activity, including but not limited to all expenses such as postage fees. No matter what the result of the bidding, the bid inviter shall not be obligated to bear these expenses under any circumstances. *.
