D.授权要求： a.如果投标人为超声波流量计制造商或超声波流量计制造商同一集团下的公司（特指以下两种情形：一、与超声波流量计制造商有相同的控股母公司；二、超声波流量计 制造商控股的子公司），投标人应取得成橇商全球范围内对本项目投标的合法唯一正 式授权，授权内应明确投标人在已授权成橇商的工厂内集成计量橇系统；投标人为流 量计制造商同一集团下的公司，需提供股份情况说明文件。 b.如果投标人为计量橇成橇商，投标人应取得超声波流量计制造商或流量计制造商同 一集团下的公司（特指以下两种情形：一、与超声波流量计制造商有相同的控股母公 司；二、超声波流量计制造商控股的子公司）全球范围内对本项目投标的合法唯一正 式授权，授权内应明确超声波流量计在投标人的工厂内集成计量橇系统；流量计授权 由流量计制造商同一集团下的公司出具的，需提供股份情况说明文件，同一集团仅允 许出具一份授权，若同时出现多份授权则全部授权视为无效。 c.投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他供应商参与 投标，否则相关的所有投标将被拒绝。 d.投标人将被授权的货物再授权给其他投标人同时参与本项目投标，相关的所有投标 将被拒绝。 e.同一个集团下的子公司之间，母子公司之间的资质业绩不能共用。 D.Authorizationrequirements: a.Ifthebidderisamanufacturerofultrasonicflowmeteroracompanyunderthesame group(specificallyreferringtothefollowingtwosituations:*.havingthesameshareholding astheultrasonicflowmetermanufacturer;*.asubsidiarycompanyownedorcontrolledby theultrasonicflowmetermanufacturer),thebiddershallobtaintheskidder'sgloballegal soleofficialauthorizationforthisbiddingandshallintegratethemeteringsystematthe authorizedskidder'splantintheauthorization.Thebidderisacompanyunderthesame groupastheflowmetermanufacturerandisrequiredtoprovideadocumentexplainingthe shareholdingsituation. b.Ifthebidderisameteringskidder,thebiddershallobtainthelegalandsoleofficial authorizationgloballyforthisbiddingfromthemanufactureroftheultrasonicflowmeteror acompanyunderthesamegroup(specificallyreferringtothefollowingtwosituations:*. havingthesameshareholdingastheultrasonicflowmetermanufacturer;*.asubsidiary companyownedorcontrolledbytheultrasonicflowmetermanufacturer)andshallintegrate theauthorizedultrasonicflowmeterintothemeteringsystematitsplantinthe authorization.Iftheflowmeterauthorizationisissuedbyacompanywithinthesamegroup astheflowmetermanufacturer,adocumentexplainingtheshareholdingsituationmustbe provided.Onlyoneauthorizationisallowedwithinthesamegroup.Ifmultiple authorizationsappearsimultaneously,allauthorizationswillbeconsideredinvalid. c.Ifabidderisbiddingwiththeirownmanufacturedgoods,theycannotauthorizeother supplierstobidatthesametime,otherwiseallrelatedbidswillberejected... d.Thebidderwillauthorizetheauthorizedgoodstootherbiddersandbidthisproject,all relatedbidswillberejected. e.Thequalificationsandperformanceofsubsidiariesunderthesamegroupandbetween parentandsubsidiarycompaniescannotbeshared. （*）资质要求及证明文件 （*）RequirementsforQualificationofbidder andcertificate. * 投标人需同时提供满足以下（一）（二）两项要求的证明文件。 （一）投标人需提供成橇商的特种设备生产许可证（以下 a、b 两项中满足其一即 可）： a.许可项目为压力管道元件制造，子项目为元件组合装置的中华人民**国 特种设备生产许可证； b.许可项目为压力容器制造，子项目为固定式压力容器其他高压容器（A*） 或大型高压容器（A*）的中华人民**国特种设备生产许可证。 （二）投标人需提供超声波流量计制造商的中华人民**国计量器具型式批准 证书，型式批准产地必须与流量计产地一致。 *.Thebiddermustprovidethefollowingvalidqualificationcertificates: (I)Thelicenseshallmeeteitherofthefollowingtwoitems: a. Thelicense'spermititemismanufactureofpressurepipingcomponents.The license'spermitsub-itemisComponentcombinationdevice; b. Thelicense'spermititemispressurevesselfabricationinmanufacturelicenseof specialequipment,Thelicense'spermitsub-itemisfixedpressurevesseloftheother high-pressurevessel(A*),orlargeandhighpressurevessel(A*). (II)BiddershallprovideUltrasonicFlowmeterManufacturer'sLicense.Ultrasonic flowmetermanufacturerneedstohavePATTERNAPPROVALCERTIFICATEOFTHE MEASURINGINSTRUMENTSOFTHEPRC.TheOriginofInstrumentsmustbesame withtheflowmeter'sorigin. （*）业绩要求 （*）RequirementforBidder'sreference 投标人同时满足以下三项业绩情况： Thebiddershallmeetallofthefollowingthreeconditions: 业绩要求（一） 投标人自 **** 年 * 月 * 日至投标截止之日（以到货验收证明材料时间为准），在中 国境内具有一个合同的天然气贸易计量橇供货业绩，且同时满足以下要求： *) 计量回路磅级不小于 ****LB； *) 计量管路尺寸不小于 ** 寸。 *) 合同中所用流量计的计量器具型式试验批准证书的型式注册表或型式评价报告 的准确度不高于 *.*%。 投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但 不限于：*）销售合同扫描件和 *）到货验收材料。所提交的业绩证明文件必须至少体现 以下内容：合同签署页（应有双方盖章）、制造商名称、货物名称、到货验收材料签署 时间、流量计的计量器具型式试验批准证书的型式注册表或型式评价报告、主要技术参 数（含磅级、尺寸）及到货验收材料（能够证明主体货物到货验收合格）。未提交业绩 证明文件，或所提供的业绩证明文件无法体现要求的内容的，均视为无效业绩。 业绩认定时间：以到货验收证明材料时间为准。到货验收证明材料有多个签字或盖 章时间的，以最晚签字或盖章时间为准。 Performancerequirements(i) Thebiddershallhaveatleastoneperformancerecordofsupplyingnaturalgastrade meteringsystemformeteringtradeinChinafromJanuary*,****tothedeadlineofthisBid (subjecttothetimeofarrivalacceptance).Theperformancerecordshallmeetbothofthe followingrequirements: *) Thepressureisnotlessthan****LBinthesystem; *) Thesizeofmeteringpipeisnotlessthan**inchesinthesystem. *) Theaccuracyofthetyperegistrationformforthetypetestapprovalcertificateortype evaluationreportofthemeasuringinstrumentfortheflowmeterusedinthecontractisnot higherthan*.*%. Thebiddershallsubmittheperformancelistasthespecifiedformat,andsubmitthe relevantperformanceproofdocuments.Performanceproofdocumentsincludebutarenot limitedto:*)Scannedcopyofsalescontract(includingrelevanttechnicalattachments)and*) Arrivalacceptancematerials.Theperformanceproofdocumentssubmittedmustatleast reflectthefollowingcontents:contractsigningtime,projectname,manufacturer'sname, goodsname,arrivalacceptancematerialssigningtime,maintechnicalparameters(including poundage,size),thetypetestapprovalcertificateortypeevaluationreportofthemeasuring instrumentandarrivalacceptancedocuments(todemonstratethatthesubjectgoodshas arrivedandhasbeenaccepted).Failuretosubmitperformancedocumentation,ortheprovided performancedocumentationdoesnotreflecttherequiredcontent,shallberegardedasinvalid performance.
